TheCDCFoundationisworkingwithCDCandstateandlocalhealthauthoritiestoprovidesurgestaffing that are crucial tothe nation's COVID -19response.We are seeking candidatesfor the Public Health Data Systems and Integration Analyst position.The Public Health Data Systems and Integration Analyst uses a high degree of technical expertise to test and enhance California Department of Public Health (CDPH) data systems, including the California Reportable Disease Information Exchange (CalREDIE) and the California Connected (CalCONNECT) platform, which is used for COVID-19 case investigation, contact tracing, outbreak management, and data collection in California. The position works closely with CDPH staff to plan, assess, manage, and document ongoing CalCONNECT development and system application testing. The position conducts independent and high-level business analysis of program operations and workflows where needed; assists with development of scope and specifications for system updates and changes to ensure interoperability and data exchange between electronic data systems; and performs user acceptance testing for changes. The Public Health Data Systems and Integration Analyst also functions as a CalCONNECT subject matter expert, serving as a resource to local health departments and other stakeholders. The position troubleshoots system functionality and assesses, manages, and communicates necessary changes. The position also makes recommendations associated with public health informatics (system analysis, communication, implementation, evaluation, and data management) as well as maintenance, training, and other functions related to the CalCONNECT platform. Responsibilities
  • Assist with coordinating needs of CalCONNECT, CalREDIE and other data systems in CDPH; liaise with other programs and partners to promote electronic data exchange and troubleshoot issues
  • Serve as subject matter expert for CalREDIE/CalCONNECT analytics and interoperability
  • Serve as a CalREDIE point of contact to ensure data is generated, exchanged, managed and available between systems and is accessible to local health department and state staff to appropriately guide public health response activities
  • Work with CalCONNECT users to understand their information needs, troubleshoot problems, and evaluate and improve protocols and processes to ensure data accuracy and quality
  • Work with platform developers and public health subject matter experts to draft, refine, and interpret specifications for enhancements to CalCONNECT system to meet local and state needs and interface with existing systems, as needed
  • Create and refine CalCONNECT system application testing plans and scenarios and document testing outcomes
  • Test information system usability to evaluate usage, identify barriers, and propose solutions
  • Assess readiness for adoption of standards and develop protocols to support data exchange, export, and analysis
  • Anticipate the impact that new or modified software will have on existing standards and systems, workforce, and public health programs and make recommendations for solutions
  • Provide input on information system data collection and report processes
  • Review design documents for clarity, completeness, and accuracy
  • Perform statistical analysis and basic data management on California’s COVID-19 data to complete reports and data extracts
  • Participate in agency-wide implementations of interoperable information systems in support of public health activities
  • Collaborate with other agencies and external groups to ensure effective case investigation, contact tracing, and public health informatics and meet the needs of California’s COVID-19 response
Education
  • MPH or master’s degree in biostatistics, epidemiology, or a related area

Qualifications
  • At least two years of public health experience
  • Experience in working with electronic disease surveillance systems, including interoperability
