In this role, the incumbent would be part of a core data analytics focused team, collecting and managing data, as well as managing the storage of the data, with the goal of making data accessible so that California Department of Public Health (CDPH) and local public health can use it to evaluate and optimize interventions and public health policies. The incumbent provides a foundation of CDPH data operations, taking large amounts of raw data and preparing it for prediction algorithms, etc. They will work with diverse teams of subject matter experts to build systems that collect, manage, and convert raw data into usable information for data scientists and business analysts to interpret. This role will also work across all Centers and Programs, including executive leadership, to bring big data solutions to the end users.This position would play a key role in the incorporation of the elements of decision intelligence (DI) into the CDPH Ecosystem of Data Sharing (EODS), including identifying sources for use cases, performing data transformations, researching causal inference models, documenting target population/user stories, ingesting data into ADLS, developing coding for causal inference and running DI models in EODS, selecting use cases for pilot implementation, and gathering system requirements based on user stories. This role serves as a more platform and systems focused side of the data scientist role. The key skill for this role is todevelop a technically working solutionfrom data through storing and cleaning the data and making the data fit for processing, feature engineering together with a data and analytics translator, developing the algorithms and writing the software code for processing the data, using linear algebra, tensor calculus, statistics and other math, extracting insights from the processed data, and suggesting and technically building business solutions from the analytics-derived insights.Responsibilities
  • Design and implement strategies for managing cloud infrastructure, storage, and software.
  • Evaluate and manage the business needs related to internal devices and equipment.
  • Work with a diverse team to enhance and implement a data platform for big data that will drive the other layers of the stack and ultimately push the intelligence to the end user.
  • Ingest data from a variety of sources, normalize them and store them in a data platform.
  • Define and implement a data model that will satisfy the needs of state and local stakeholders.
  • Collaborate with data scientists and architects to create the required data layer for projects.
  • Provide technical, operational, and programmatic advice and guidance on data architecture, including the design, construction, implementation, and maintenance of highly scalable data management systems for public health programs.
  • Provide guidance on and oversee the migration of technical data and information from legacy systems to new solutions.
  • Develop standard operating procedures, technical guidance documents, and recommendations for database development and data management that will guide database management practices for the Organization’s public health programs.
  • Provide data management support to efficiently guide and document the flow of data through the sequential phases of collection, storage, cleaning, reduction, and standardization, using valid statistical principles, archiving, retrieval, and analysis.
  • Define a standard process for integrated database models, which enables access, movement and blending of multiple-source data for downstream analytics and enhances the usability, integrity, and security of the systems.
