The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that is crucial to the nation’s COVID-19 response including support for implementation of Covid-19 vaccine. We are seeking candidates for the Senior Public Health Project Officer role to support the California Department of Public Health (CDPH) Testing Taskforce. This position is responsible for providing consultation and technical assistance to program staff, vendors, and testing sites. The Senior Public Health Project Officer will provide operational oversight to program teams, testing sites, and vendors and develop and implement strategies to improve processes and procedures. The position will also provide oversight and guidance to internal program staff as well as vendors, consultants, and external stakeholders across multiple areas related to testing, including data analysis and reporting, program and policy development, and outreach. The position will make recommendations to senior leadership as well as represent the CDC Foundation and CDPH through a variety of stakeholder engagement activities.Responsibilities
  • Provide leadership, oversight, and technical assistance for the CDPH Testing Taskforce to program staff, vendors, consultants, and testing sites across multiple areas, including but not limited to data analysis, reporting and compliance, program and policy development, outreach, and operations
  • Plan and implement technical assistance and consultation sessions for vendors and testing sites to share challenges and best practices, identify areas for improvement, and develop plans to improve processes and procedures
  • Develop and implement metrics to assess the quality of Testing Taskforce activities and implement strategies for program improvement
  • Review and incorporate CDC guidance, peer-reviewed literature, and best practices on topics specific to COVID-19 testing into CDPH guidance, policies, and processes
  • Provide input on programmatic feasibility and effectiveness from a state and local public health program perspective
  • Provide public health and programmatic input on data analysis and interpretation
  • Provide input on testing policy guidance for testing sites, vendors, and other stakeholders
  • Represent the CDC Foundation and CDPH Testing Taskforce in dealings with local health jurisdictions, state government, CDPH consultants, community-based organizations, schools, and other stakeholders

Education
  • Master's Degree or higher in public health, epidemiology, or a closely related health professional field from an accredited college or university
Qualifications
  • Minimum of 5 years related work experience in public health or a related field, including program planning, implementation, and/or evaluation experience that includes providing recommendations to senior leadership
  • Experience working collaboratively with diverse stakeholders at all levels to identify needs and gaps and implement strategies for improvement
  • Experience supervising or mentoring technical/professional staff in the planning, implementation, and evaluation of health programs
  • Ability to understand and find solutions for technical, operational, and data constraints related to public health programming
  • Ability to manage competing priorities in a fast-paced environment
  • Exceptional oral, written, and interpersonal communication skills
  • Experience developing surveys and/or assessment tools
  • Experience developing and/or facilitating technical assistance trainings, tools, and resources
  • Excellent relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
