TheCDCFoundationisworkingwithCDCandstateandlocalhealthauthoritiestoprovidesurgestaffing that are crucial tothe nation's COVID -19response.We are seeking candidates for the Informatician position.The Informatician serves as an informatics subject matter expert for public health programs and in the development, maintenance, operation, enhancement, and configuration of data systems and informatics capabilities to address the needs of the California Department of Public Health (CDPH) and in service to the Local Health Jurisdictions and other public health and healthcare sector partners across California. The position provides leadership and carries out complex scientific and information assessments to support public health policies and practices, including community health improvement, decision support, and stakeholder engagement. The incumbent will contribute mastery of informatics subject matter and expert ability to operationalize, use, and process data on a detailed level for system maintenance, design of new systems and processes, and emergency troubleshooting.The incumbent will develop and lead teams to optimize data collection and data storage and security. The position also works with executive leadership to develop overall strategy for implementing data analytics technology. The position will support automation and improvement of operations by reducing paperwork, sharing information across platforms and departments, and reducing duplicative efforts in conjunction with supporting data program performance, data collection, data management, privacy, information architecture, and service delivery. The incumbent must be able to work in a complex environment with national, state, and local professionals in public health, epidemiology, evaluation, and information technology.Responsibilities
  • Enterprise Data Operations
  • Lead and apply theoretical and practice-based expertise in the procurement, design, development, implementation, evaluation, management, and continuous improvement of public health information systems and programs.
  • Explore business models for the Ecosystem of Data Sharing, including long-term surveillance capabilities.
  • Plan and oversee the implementation, development, and maintenance of one or more health information systems.
  • Oversee the establishment of a CDPH syndromic surveillance program.
  • Develop or oversee development of use cases, business process documentation, and workflow analyses for information system development.
  • Serve as an expert on HL7 and other public health standards and practices and provide training to public health informatics system users and stakeholders.
  • Document work processes, data attributes, and system attributes.
  • Formulate, analyze, and make recommendations on the impact of technology, international standards, and technology policy, reflecting the latest trends and changes occurring throughout the government and market sectors.
  • Manage the development of methods to ensure consistent application and use of metadata, data quality, and data analytics.
  • Information Architecture Management and Innovation
  • Conceptualize and direct management and analysis of public health data.
  • Administer program-specific data set(s) on a day-to-day basis, including responsibilities related to data quality evaluation and improvement.
  • Analyze and interpret data for reports and presentations and make recommendations based on analyses.
  • Perform moderately to highly complex statistical analysis including ad-hoc analysis, data mining, extraction, and transformation, processing of complex data sets, and creating analytic datasets.
  • Integrate enterprise data and technology planning and policy and direct execution across functional groups to support interoperability between programs.
