The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by enhancing preparedness and response for emerging public health threats through serving as the emergency response communication and coordination hub; providing leadership and vision through planning, finance, logistics, and operations; effective management and oversight of emergency preparedness funds and Finance Incident Response Team funds; and providing good customer service.The incumbent will serve in the Medical Health Coordination Center’s (MHCC) team under the direction of MHCC Director, and liaise with various CDPH programs, and Federal, State, and local agencies involved in Public Health and Medical Response. The MHCC Incident Response Specialist will have various responsibilities that will change according to the needs of the operation and may be required to work outside core business hours.Responsibilities
  • Planning:
  • Collect, evaluate, and disseminate data and information related to the incident through the compilation of various reports to be shared with response personnel, executive staff, and external agencies. Reports include but are not limited to:
  • Situation Report
  • Action Plan
  • Unified Command Group (UCG) Report
  • Advance Plan
  • Demobilization Plan
  • Report relevant information pertaining to the incident to MHCC Management.
  • Liaise with various CDPH Programs for incident updates including Center for Healthcare Quality, Sciences Branch, and the COVID-19 Guidance and Policy Team.
  • Liaise with various State Departments for incident updates such as Emergency Medical Services Authority and the California Department of Social Services.
  • Consolidate and filing reports for historical documentation.
  • Represent the MHCC and take notes on State/Federal meetings pertaining to the incident to be shared with response personnel and executive staff.
  • Finance:
  • Independently review, analyze, and processes invoices for payment, compliance, completeness, and all required documentation for proper invoicing.
  • Analyze invoices against executed procurements to ensure the Statement of Work (SOW), including all contract deliverables, meets compliance regulations, and is within the allowable costs.
  • Request proper billing codes from fiscal analysts to ensure appropriate funding is utilized.
  • Create and/or update databases used as a tracking mechanism for invoice processing.
  • Review and track budget allocations to ensure encumbrance and expenditures are completed.
  • Create and/or update databases tracking personnel cost and report on hours worked including Overtime for Cost Reimbursement.
  • Audit and process travel expense claims. Maintains a tracking system for correspondence or other documents that have been forwarded for signature or approval within the division.
  • Logistics:
  • Coordinate, process, and fulfill resource requests, providing for current resource shortages, and planning for future resource needs.
  • Create, maintain, and distribute MHCC Comm Plans, Organizational Charts and 204 documents.
  • Establish and maintain relationships with internal and external partners.
  • Collaborate with other Logistics Support Staff to develop and implement new processes to streamline production of daily deliverables.
  • Develop and implement tracking tools to monitor various IT equipment, smart phone distribution, deployed staff, conference call information and badge assignments.
  • Work with external vendors and internal staff members to facilitate catering needs at various CDPH facilities.
  • Maintain staffing schedules for MHCC staff to complete various tracking spreadsheets.
