OverviewThe CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. We are seeking candidates for the Health Economist role at the California Department of Public Health to identify potential strategies to transition into value-based models that will stabilize rural and other statewide public health and healthcare systems.This is an outstanding opportunity to work with the nation’s lead agency charged with protecting the public's health.   • Supports the jurisdiction’s health department in collaboration with external partners to assess the economic effect of COVID-19 and develop alternative economic simulations for recovery. The HE responsibilities align and support the department’s efforts to advance value-based healthcare and improve access in rural Idaho.
  • Conducts literature reviews on relevant health economics topics to be studied.
  • Performs related financial analysis and may develop specialized models to facilitate effective decision-making.
  • May critique models prepared by others through systematic dismantlement, analysis, and reconstruction to determine validity and soundness of data input and model structure.
  • Develop metrics to calculate the return on investment at both state and local health department levels for new state FY 2022-23. General Fund dollars to build core public health infrastructure; ongoing monitoring and refinement of these metrics to underscore the value of investing in public health.
  • Use standard and aligned data to perform cost-benefit analysis to understand population health.
  • Working with local health jurisdictions and stakeholders to set standards and establish tools for systematic ROI and other outcome assessments.
  • Evaluate population health efforts, identify favorable and unfavorable trends, develop strategies to improve efficiency.
  • Develop communications for reporting to control agencies and the public on ROI.
  • Provide training to CDPH programs in using ROI analysis.
  • May provide cost forecasts to aid in budgeting.
  • Reviews and analyze economic data to prepare reports of findings.
  • Organizes data into report format, including drafting graphics, and may arrange for publication and distribution of findings.
  • Provide information and presentations to statewide leadership teams.
  • Perform other related duties as required
Education
  • Master’s degree in Health Economics or related field and at least two years of relevant experience,ORbachelor’s degree in Health Economics or related field and at least four years of relevant experience.
Qualifications
  • Proficiency with statistical software (e.g., R, SAS, SPSS, STATA) including programming expertise for economic analyses
  • Considerable knowledge of economics and econometrics methods; research methods including computer modeling and the principles of statistics.
  • Graduate level statistical training or experience performing statistical analysis using standard statistical software
  • Experience preparing technical reports describing economic research results.
  • Experience developing different types of charts and graphs such as bar, pie, or scatter plots to relay statistical information
  • Experience translating technical economic data into information usable by the public and healthcare leaders.
  • Experience engaging with stakeholders, committees, or teams.
  • Desired qualifications:
  • PhD in Health Economics or related field
  • Certificate in Health Economics and Outcomes or equivalent
  • Good knowledge of rural healthcare industry
