The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. The program manager functions within an incident command structure (ICS) and provides support to manage the Emergency Support Function 8 (ESF-8). The position interacts with other COVID-19 response teams performing essential public health and medical functions. The position will interact with multiple internal and external partners involved with the COVID-19 pandemic response including California Health and Human Services (CHHS), California COVID Testing Task Force (TTF), Governor’s Office of Emergency Services (Cal OES), Department of General Services (DGS), Emergency Medical Services Authority (EMSA), the Medical and Health Coordination Center (MHCC), Information Technology Services Division (ITSD), external partners providing IT infrastructure, as well as the Regional Disaster Medical Coordinator (RDMHC) Program. ICS, NIMS, SEMS, knowledge, and experience required.Responsibilities
  • Establish and maintain reliable, efficient, and effective methods for communication with team members and other COVID-19 response teams to understand, track and report on the status of projects and performance measures.
  • Collaborate with internal CDPH and external partners in the COVID-19 response to develop project requirements and priorities.
  • Coordinate with COVID-19 response teams to identify, analyze, and resolve issues in a timely and tactful manner.
  • Engage with stakeholders to identify and articulate the strengths and weaknesses of alternative approaches and solutions.
  • Analyze project operations and implement strategies to improve effectiveness and efficiency.
  • Oversee and contribute to special projects related to COVID-19 as identified by the MHCC and Response Section Chief.
Education
  • Required: High School Diploma
Qualifications
  • Minimum 3-5 years of prior professional experience in emergency preparedness as a first responder or emergency planner including 5 years of experience utilizing the Incident Command System (ICS), California Standardized Emergency Management System (SEMS), and/or National Incident Management System (NIMS).
  • Experience managing and coordinating a response, crisis, disaster and/or emergency management program?
  • Basic knowledge and understanding of the CDC/NIOSH ERHMS framework
  • Experience with data collection and management, including questionnaire and form design
  • Technological savvy, comfort in learning and using unfamiliar applications and software, ability to troubleshoot software and data
  • Epidemiology background preferred, but not required
  • Experience in developing standard operating procedures and protocols
  • Ability to develop solutions and make quick decisions
  • Ability to coordinate with multiple internal partners
  • Good communication skills, pro-active attitude, attention to detail, flexibility, follow through, ability to multi-task
  • Data collection and analysis skills
  • Demonstrated comfort and fluency in quantitative/qualitative analysis
  • Knowledge of research design and implementation
  • Technical skills to write reports, prepare briefings, and coherently present results
