The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. For this position, the CDC Foundation seeks candidates who are experienced public health professionals to provide support to a state or local health department in the ongoing fight against COVID-19.This resource will join an existing team at the California Department of Public Health (CDPH) in the California Reportable Disease Information Exchange (CalREDIE) program that is working towards integrating COVID-19 electronic case report (eCR) data streams into existing surveillance system. This will include supporting the establishment of eCR message ingestion, parsing, flattening, and pre-processing for data integration activities. This position will implement integration tools and establish pipelines for pre-processing, matching/linkage, and integration with surveillance data. This resource will have substantial professional experience with Health Level Seven International (HL7) messaging standards, interface engineering (preferably Lyniate/Rhapsody) and HL7 xml v3 messages. Experience with JSON and Fast Healthcare Interoperability Resources (FHIR) a plus.Responsibilities
  • Provide HL7 interface/data integration development, maintenance, support, and troubleshooting
  • HL7 hands-on development, data utilization, and establishment of integration processes and interfaces for HL7 pre-processing, data transformation and ingestion into databases and systems
  • Conduct testing/validation and migrate the interface components into a live, production environment
  • Independently conduct data analyses and compare incoming eCR and ELR data streams
  • Develop and create data quality analysis reports for leadership
Qualifications
  • Master's degree in a relevant field from an accredited university plus three (3) years of full-time experience is strongly encouraged.
  • Experience with both common and emerging interoperability standards such as HL7 V2.x, V3, IHE profile, Clinical Document Architecture (CDA), CCD, JSON and FHIR
  • Hands-on Relational Database experience (Oracle, Microsoft SQL Server)
  • Expert on Relational Database Management Systems (RDBMS) concepts, Design, Reports, Complex queries, and Optimization
  • Strong understanding of web-based technologies, XML processing, SOAP, REST, JSON, Web services, etc.
  • Thorough knowledge of public health principles and practices, epidemiology, and biostatistics.
  • Ability to effectively work independently and within a team environment.
  • Ability to develop and maintain effective working relationships with national, state, and local partners in various governmental, private, and voluntary agencies.
