The Public Health Advisor will serve as the assistant to the Senior Public Health Advisor in providing management and program planning expertise and support to the California Department of Public Health’s COVID-19 Contact Tracing Program, California Connected. This position serves as the assistant Manager and co-Lead of the CDC-Foundation-funded Case Investigation (CI) Unit within the Workforce Expansion Workstream, supervising and overseeing administration for all staff in the unit, including case investigator team leads and case investigators, and overseeing deployment and operations of CI Unit Teams. In collaboration with the Workforce Expansion Workstream and the Disease Investigation Unit, the CI Unit Lead assesses the needs, urgency, and prioritization oflocal health jurisdictions (LHJ) requests for staffing support and works collaboratively across teams to determine and support CI team placements and assignments. This position employs strategic planning skills, project management skills, problem-solving skills, political acumen and communication skills to work within various LHJs, CDPH COVID-19 response teams, and California Connected teams to create and coordinate streamlined and effective processes for staff deployments, tracking and evaluation. As a subject matter expert in communicable disease prevention and control, specifically case investigation and contact tracing, this position serves as a resource to LHJ host sites, other California Connected teams, and California’s public health leadership.Responsibilities
  • Provides support and assistance to the Senior Public Health Advisor for California’s contact tracing program, California Connected
  • In support of and/or in the absence of the Senior Public Health Advisor, the incumbent:
  • Supervises and mentors CI Unit team members that consists of multidisciplinary staff
  • Manages and guides the development and implementation of all CI Unit program components
  • Recruits, screens, interviews, and onboards new unit staff as needed
  • Provides orientation and adequate training to new project staff assigned to project team
  • Works in conjunction with other California Connected staff and the Virtual Training Academy team to facilitate the provision of necessary training and mentorship for team members
  • Tracks and ensures staff completion of training requirements and completion of required documentation and forms
  • Ensures that CI Unit members are performing activities suitable for case investigation and that members are provided robust learning experiences in their LHJ placement sites
  • Troubleshoots CI Unit staff personnel issues with Human Resources Policy staff to ensure they are handled professionally, following all CDC HR policies
  • Plans and organizes consultation to LHJs in the implementation, evaluation and monitoring of contact tracing activities
  • Reviews and incorporates CDC guidance, scientific publications, and best practices on topics specific to contact tracing, isolation and quarantine into CDPH guidance and policies
  • Reviews and incorporates COVID-19 testing, tracing, and scientific advances into California Connected policy and processes
  • Provides input on programmatic feasibility and effectiveness from state and local public health program perspective
  • Develops and implements metrics to assess the quality of the CI-Unit and implements strategies for program improvement
  • Provides public health and programmatic input on contact tracing data platform interface and processes
  • Develop and evaluate health policy issues specific to communicable disease and COVID-19
  • Direct, coordinate and/or lead complex major COVID-19 contact tracing activities
  • Disseminates information to key internal and external stakeholders
  • Represents the department in dealings with local, State, Federal and private jurisdictions
  • Directs cross-cutting activities and leads team members on California Connected
