The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. The Safety Officer (SO) is a member of the MHCC Management team, reporting to the MHCC Director. SO is responsible for the health and safety of CDPH and partner agency staff taking part in emergency response and recovery operations throughout California. The incumbent’s primary duties are to monitor responders and identify, assess, or anticipate hazardous or unsafe working conditions.The Safety Officer works with MHCC Leadership and other appropriate staff to correct any safety deficiencies in CDPH response operating environment and addresses field staff concerns or hazards during deployment. This position is responsible for the implementation of Emergency Responder Health Monitoring and Surveillance (ERHMS) framework during MHCC activations. In consultation with MHCC Director, SO exercises emergency authority to stop unsafe acts or situations if personnel are in imminent danger. The work may be conducted on-site or remotely, as the activation needs warrant.Responsibilities
  • Bring an occupational health perspective to CDPH response operations.
  • Conduct an activation-specific hazard analysis and train responders on risk avoidance and mitigation.
  • Assure accountability for safety through compliance with CDPH policies and procedures and implementation of ERHMS.
  • Oversee safety and health of CDPH staff at all locations during activation
  • Oversee Safety Unit staff and assign Safety Unit activities, as needed
  • Develop Health and Safety Plan (HASP) specific to the activation and based on anticipated hazards and exposures
  • Monitor CDPH response operations to ensure effectiveness of safety controls
  • Prevent or correct unsafe practices immediately, including removing personnel from areas of immediate danger
  • Halt field deployments if CDPH personnel are not properly qualified, fit for duty, and trained to safely work in their assignment
  • Provide Personal Protective Equipment guidance, as needed, and coordinate with Logistics Section in provision of PPE to staff
  • Tour various CDPH facilities and/or staff field deployment locations to evaluate conditions, as necessary
  • Resolve any safety amp; health issues identified by deployed staff
  • Oversee ERHMS implementation activities at MHCC
  • Create and deliver appropriate safety training(s)/briefing(s) to the deployed staff
  • Create and deliver Safety Message (e.g., ICS 208) and deliver at Operational Briefings
  • Ensure personnel follow safety procedures and ensure personnel accountability system is established and properly used
  • Advise the MHCC Director of any conditions and actions that might result in injury, illness, exposure, or liability
  • Maintain a log of issues, injuries/illnesses/incidents, and actions taken to resolve them
  • Coordinate with CDPH Human Resources Division if any staff illness or injury occurs
  • Participate in MHCC Management meetings and activities as directed by MHCC Director
  • Collaborate with internal and external partners
  • Coordinate meetings and information sharing with appropriate partners
  • Attend all scheduled meetings and take notes
  • Participate in After Action Report process and provide appropriate documentation
  • During MHCC activations, the incumbent may be required, on short notice, to work irregular and overtime.
  • During peacetime, the incumbent will develop and conduct trainings, maintain policies and procedures, and continue coordination with various CDPH programs.
  • The incumbent will be required to complete the Introduction to Medical and Health Coordination Center (MHCC)training, participate on the Management Incident Response Team (IRT), and participate in any other required assignments.
