The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine. MHCC Safety Unit’s Data Manager is a member of the MHCC Safety Unit within the Management team, reporting to the MHCC Safety Officer. Data Manager is responsible for supporting the Safety Officer, with the main focus on the implementation of Emergency Responder Health Monitoring and Surveillance (ERHMS) framework during MHCC activations. ERHMS is used to oversee the health and safety of CDPH and partner agency staff taking part in emergency response and recovery operations throughout California. This position serves as a technical specialist to support ERHMS framework implementation at the MHCC. The incumbent will collect, manage, analyze, visualize, and communicate data related to staff emergency response and recovery activities during MHCC activation. During MHCC activations, the incumbent may be required, on short notice, to work irregular and overtime. During peacetime, the incumbent will conduct infrastructure improvements, maintain policies and procedures, and continue coordination with appropriate partners. The incumbent will be required to complete the Introduction to Medical and Health Coordination Center (MHCC) training, participate on the Management Incident Response Team (IRT), and participate in any other required assignments. The incumbent must read and become familiar with CDPH Injury and Illness Prevention Policy and Respiratory Protection Policy. There may be other job-related duties as required.Responsibilities
  • Develop and maintainpre-deploymentrostering,during-deployment monitoring, and post-deploymenttracking database(s)
  • Coordinate with Safety Unit’s Subject Matter Expert(s) in the development of pre-, during-, and post-deployment assessments and questionnaires
  • Develop protocol(s)and standard operating procedure(s) forcollecting,managing, analyzing, and visualizingdata frompre-, during-, and post-deploymentassessmentsand questionnaires
  • Function as Safety Unit’s IT coordinator and closely collaborate with MHCC Logistics Section IT Lead on IT-relatedprocesses, database access and management, remote login needs, etc.
  • Build queries and dashboards; analyze data; report out deployment locations and health status; identify trends to support Safety Officer in the development of recommendations to prevent illness and injury
  • Develop data and technology-related infrastructure improvements
Education
  • High school diploma required.
  • Preferred Associate’s or bachelor’s degree in related field.
Qualifications
  • Basic knowledge and understanding of the CDC/NIOSH ERHMS framework
  • Experience with data collection and management, including questionnaire and form design
  • Technological savvy, comfort in learning and using unfamiliar applications and software, ability to troubleshoot software and data
  • Epidemiology background preferred, but not required
  • Experience in developing standard operating procedures and protocols
  • Knowledge of SEMS/ICS (e.g., completion of ICS700, 800, 100, 200, 300, 400, CalOES Introduction to SEMS G606).
  • Ability to develop solutions and make quick decisions
  • Ability to coordinate with multiple internal partners
  • Good communication skills, pro-active attitude, attention to detail, flexibility, follow through, ability to multi-task
