Donor and Partnerships Officer 

Full Time, Permanent

Location: Bogotá, Colombia

About the role

The HALO Trust is seeking an experienced Donor amp; Partnerships Officer to enable the Colombia program’s mine action activities. This exciting role will allow the successful candidate to establish and manage relationships with new potential donors and partners on a dynamic and fast-paced program. Of particular interest is developing non-traditional funding sources, including the private sector and Corporate Social Responsibility (CSR) initiatives. The Donor and Partnerships Officer will also spearhead the development of HALO’s goal to build prosperous and resilient communities in Colombia, by identifying and approaching local and international partners from different sectors to engage in complimentary programming including environmental, humanitarian, peacebuilding, and development activities after land clearance.

This is a full-time position based in Bogotá, Colombia, with regular travel to field locations.

Job Responsibilities:

Working to the Program Manager, the Donor amp; Partnerships Officer will fulfil the following functions:

Donor Management

  • Manage the existing portfolio of donor contracts, which includes the US State Department, Norway MFA, Irish Aid and New Zealand DFAT.
  • Actively seek out funding opportunities from HALO’s traditional donor base through monitoring of funding announcements, both locally and internationally
  • Actively seek out opportunities from non-traditional donors, including private funding and funding through CSR initiatives.
  • Lead their team to produce high quality project proposals, concept notes and donor reports as required by the program (in both English and Spanish)
  • Monitor the implementation of donor projects and support the operations department in ensuring that donor targets are met (donor tracking)


Partnerships Development

  • Develop partnerships with local/international organisations to maximize impact to our beneficiaries including post-clearance development, environmental conservation, etc.
  • Support the program with establishing a network with other NGOs and stakeholders in Bogota through regular briefings and attendance of coordination meetings
  • Conduct needs analysis in communities where HALO is working to understand the community needs in terms of rural development and support from other government and non-governmental organisations.


General

  • Lead the program support team
  • Provide support to the information management and monitoring amp; evaluation (Mamp;E) teams to ensure accurate data for internal and external dissemination
  • Assist the Mamp;E team in impact monitoring and data analysis
  • Training and development of staff to enhance skills and capabilities to support program requirements, and career progression
  • Any other duties as required

Requirements

Essential Qualities / Experience / Qualifications

  • Fluency in Spanish
  • Fluency in English
  • Four years+ experience working in NGOs/Institutions focused on Peace, Development, Stabilisation or Conflict focused programming.
  • An undergraduate degree in a subject related to Conflict, Security, Stabilization, International Development or related subject
  • Capacity to build new relationships with potential and existing donor embassies and private corporations
  • Strong written work as well as other MS Office capacities (Excel, Publisher etc.)
  • Leadership and initiative to drive the department forward

Desirable Qualities / Experience / Qualifications

  • An postgraduate degree in a subject related to Conflict, Security, Stabilization, International Development or related subject
  • Knowledge of Mine Action in Colombia
  • Experience in private fundraising/CSR
  • Existing network of dono
